SV: I januari 2003 fick homosexuella registrerade partners rätt att prövas som adoptivföräldrar i Sverige, i enlighet med en proposition från 2001. Beslutet kom först efter en lång debatt; redan 1986 lades en proposition fram som behandlade frågan och avslog den. Denna uppsats är en studie av de argument som förkommer i propositionerna. Syftet har varit dels att beskriva och analysera de argument som använts i debatten, dels att tematisera upp dem och ta fram bakomliggande normer. Uppsatsen har för avsikt att ta reda på vad i normerna det är som har förändrats. Den metod som använts är Toulmins schema för argumentationsanalys, som författarna byggt ut med egenkomponerade delar. Genom denna metod hittas en kärna av argument och normer som förekom i båda propositionerna, men även de olikheter som ledde fram till två så olika beslut. Uppsatsen analyserar även, utifrån rättsociologisk normteori och Hydén-Wickenbergs normmodell, vad som kan ha orsakat förändringen i normerna kring barn i homosexuella familjer och homosexuella personer som föräldrar.
ENG: In January 2003, Swedish homosexual registered couples got the right to be considered for adopting, according to a proposition from 2001.The decision was made after a long debate; already back in 1986 a proposition was made that rejected the possibility. This essay is a study of the arguments that can be found in the propositions. The purpose has been on the one hand to describe and analyze the arguments which are used in the debate, and on the other hand to thematize them and find underlying norms. The intention is to find out what has changed as regards to the norms. The method in use is the Toulmin schedule, which is extended by the writers's own contribution.
