The aim of this study is to examine if the Swedish security policy has changed as a result of the terrorist attacks in USA, September 11th 2001. Furthermore if this is the case, what type of changes is to be seen and how can they be explained. To meet the aim of this study I’ve chosen to approach this study with a qualitative method through a case study research in purpose to understand and explain changes in the Swedish security policy. The theoretical approach to examine changes is mainly provided by Hermann (1990) and his model of foreign policy changes, background factors for changes, decision process and different types of changes. This model is applied on security policy changes and it’s complemented by parts of theories developed by Gustavsson (1997) and Kingdon (1995) who discusses international factors and dramatic events that cause changes. The result of this study is that the Swedish security policy has gone through a program change as an external effect by the terrorist attacks 2001 in USA.
