~Diplomacy~

1) What is the difference between diplomacy as a ´process´and a diplomacy as a ´method´?
Diplomacy as a ´process´ indicated organised proceedures through bilateralism (two partly) and secrecy between the relationships of two parties, and this was a regularized process. The activites are established by a series of rights, privileges and immunities for the diplomats. The procedures were conducted through a treaty which would be signed by the parties done through negotiation and dialogue. In other words, the process refers to a central communication of the international system.
Diplomacy as a ´metod´ could be identified as a tool (as well), since the foreign policy is directed by the behaviour of the international parites as they reach towards thier goals or objectives. To achieve their goals they follow means known as instruments. Such instruments may indicate features were the international parties implement their foreign policy. The behaviours of the international parties (actors as mentioned in the text) are recognizeable in the global system of world politics.

The ´nightwatchman state´ refered to how the government merely had its concern for the physical security of its citzens and it differed from the ´welfare-state´ in the sence that the ´welfare-state´ implied a broader mean. This is to say the concern was related to the social and economic well-being of the people.
(The agenda of the diplomacy is the issues which were negotiated between the diplomats)

The affect it had on the agenda of diplomacy was the fact that new issues was formed. The new issues were known as ´low politics´ since the diplomatic activity was based on material well-being (social and economical). The ´high politics´ which concentrated on issue of war and peace was not as profound. This reflected a wider interest of governments.
