Environment versus Transport? The Cooperation between DG ENV and DG TREN on the Trans-European Transport Network

The purpose of this thesis is to analyze the state of play between environment and transport in the European Union, and an area that has been notably problematic during the years is chosen as case study: the cooperation between the Directorates-General of Environment and Transport and Energy on the Trans- European Transport Network. The two Directorates-General constitute the units of analysis, and theories on bureaucratic competition, together with reports on the relation between environment and transport within the European Union, form the outset. Interviews are conducted with the relevant officials in order to access underlying beliefs and their conception of the cooperation. The analysis is able to verify several of the theories and it pinpoints the areas that are most problematic in the cooperation: different administrative culture and policy core beliefs, different degrees of political approach and political weight, different policy solutions and methods, lack of communication and resources, and problems in finding the right balance between economical and environmental concerns.
